How you catch boos hasn’t changed much since Luigi’s Mansion: Dark Moon. They don’t appear on a floor until after you’ve cleared out the boss ghost. After uncovering their location (s), shine the Dark Light on them so they can’t turn invisible, then use the Polgergust to grab them by the tongue. Open the door on the right and the missing part is just located in this area (see screenshot below). Here is a closer look. To go to that side, stand to the movable bridge at the center chamber and use Gooigi to operate the movable bridge. You can now go to the missing part.
